India is considering a policy to mandate equipping smartphones with hardware to receive live TV signals without the need for cellular networks. It has proposed use of so-called ATSC 3.0 technology popular in North America that allows precise geo-locating of TV signals and provides high picture quality. The policy pushback is the latest from firms operating in India's smartphone sector. For India's government, the live TV broadcast features are a way to offload the congestion on telecom networks due to higher video consumption. Samsung tops India's smartphone market with a 17.2% share, while Xiaomi follows with a 16.6% share, according to research firm Counterpoint.

The Indian government has denied such allegations and last week Information Technology Minister Ashwini Vaishnaw said that the government was investigating the complaints of phone hacking.

"Most traffic issues occur because of non-line-of-sight scenarios," the government panel said in its 58-page draft, which is being reported for the first time by Reuters. "Most sensors do not work well in these scenarios and V2X fills the gap," it added, referring to the connected car technology commonly known as vehicle-to-everything (V2X). In Europe, the Euro NCAP rules recognise vehicle connectivity as a key milestone in crash avoidance and car ratings, the report added, while China and the United States are among the nations evaluating similar rules to improve safety. "With limitation for growth infrastructure there is a strong need to depend on technology to address challenges," the panel said in its report. The United States estimates introducing V2X connected vehicle technology could prevent at least 600,000 crashes a year.

People sit and work on their laptops at Deloitte's office in Gurugram, India, June 13, 2023. Last month U.S. trade chief Katherine Tai raised concerns with India over the move, which would also affect companies such as Dell (DELL.N) and HP (HPE.N). The new 'imports management system' will need companies to obtain 'registration certificates' for imports of laptops, tablets and personal computers, instead of licences proposed earlier by the Aug.3 order, one of the officials said. The ministry conveyed the proposal to industry officials in a meeting on Friday, they added.
